The Formation of the 909 Council

by TheInfallibleFounder

Preface: Hey everyone, TheInfallibleFounder here, and I wanted to share with you the exciting culmination of my work involving the 909 Council. As some of you may know, I've been crafting a series of interconnected stories, starting with "The Progeny," followed by "The Unforeseen," "Entropy," and finally "The Final Verdict." These narratives, while different in scope, have laid the foundation for a larger and more grand tale.

"The Progeny" takes us on a thrilling journey with a group of researchers in the Ecuadorian lands, striving to achieve a terrifying miracle in their quest to destroy what they think is a civilization of gods. On the other hand, "The Unforeseen" delves into the extremist Church of the Broken God, where Robert Bumaro embarks on desperate and morally questionable actions to resurrect their primordial god.

After completing the four-part story known as "The Cycle of Retribution," an idea struck me. I envisioned this new tale as the origin story of the 909 Council, an integral part of our wiki's canon. Now, let me clarify that this isn't solely my canon. No, it belongs to the entire wiki community. As the site's creator, I strive to establish the definitive canon, but authors are always encouraged to develop their own unique canons as well.

This new work became my most extensive piece to date – a seamlessly weaved together story with various elements and characters. It stands as a testament to my dedication and passion for the craft. I take immense pride in its creation and the role it plays within our shared universe.

Now, before I continue, fair warning: spoilers lie ahead!

Let's dive into the intriguing details of "The Formation of the 909 Council." So, as the page opens, it proudly displays its title, matching the name of our story. The date of the last update appears on the far right, February 28th, 1988. Let's see what lies within.

First things first, we encounter the familiar phrase "By Order of the 909 Council." It's a classified file, and unauthorized access is strictly prohibited, with obvious consequences, i.e., termination. However, there's an interesting mention of "C.W." Keep your curiosity piqued as we'll uncover its meaning soon.

Moving on, there's a collapsible section that leads to a textbook created by Rylance. This textbook provides some valuable information. It explains that the Formation of the 909 Council was a project aimed at enhancing the site's popularity. It also allows authors like us to create the biographies of the 909 Consulates, which adds depth to our narrative.

The textbook goes on to explain how you can create your own 909 Consulates, but it's important to note that their descriptions and images must remain appropriate. It's a reasonable request, but the warning of potential account removal is there to remind us to play by the rules. Furthermore, it emphasizes that the Council should always consist of 15 members, strictly no 909-16 or 909-17.

Now, let's return to the main article. The year is 1945, right after the end of World War II. The United Nations steps in, aiming to establish a more stable and unified world through the Council Memorandum. Well, we all know how that turned out, right? Nevertheless, the UN conducted an election to determine the participating parties, and the Nine Overseer Party emerged victorious with a staggering 94.3% of the vote. Nice.

Little did anyone suspect that the Nine Overseer Party had its own hidden agenda – no surprises there, right? They swiftly seized control of the UN General Assembly, but their reign was short-lived. In 1982, a tragic terrorist massacre occurred in Arstotzka, leading to the opening of its borders. Seizing this opportunity, the Nine Overseer Party declared independence from the United Nations and established their own intergovernmental agency: the 909 Council.

The name "909 Council" stems from the concept of the Nine Humans Overseeing Nine-Essentials. These essentials encompass Peace, Prosperity, Economy, Rebuild, Religion, Habitation, Triumph, Freedom, and Unity. As of now, the Council comprises fifteen members, each playing a crucial role.

And finally, we discover that the author of this file is none other than 909-11. If you're familiar with them, or him, you'll know they hold the position of chief disinformation officer. This revelation hints that this origin story may not be entirely true. To unravel more secrets, the end note directs the reader to read "GOI-39457." Chapter One: Establishment and Trepidation

The header text now reads "THEN," specifically in the 1700s. How cool is that? The actual date we find ourselves in is 1703. Let's delve into the story of Ivan Hilohiko, one of our fifteen protagonists. His surname is certainly unique, and you might even find it somewhat familiar. But let's not dwell on that for now. Ivan is in a church in St. Petersburg, a city still in its infancy given the time period.

Months have passed since Ivan's friend Christopher Walker departed for London (remember the "C.W." from the Boilerplate?). Chris had shared the heartbreaking news that his father had taken his own life, which left Ivan feeling despondent. Ever since Chris left, Ivan's life has taken a downward spiral. Furthermore, there's mention of some past actions Ivan had taken, and now it seems that authorities are hot on his trail. Not a pleasant situation, to say the least.

In walks a man who speaks Swedish, while Ivan converses in Russian. This Swedish man always seems to bring Ivan dreadful news, often related to disasters like ship sinkings or building collapses. Curiously, the story doesn't explicitly mention his architectural background. Regardless, this man urges Ivan to leave, and Ivan follows suit. As he walks through St. Petersburg, he can't shake off the feeling that the locals are watching him. And guess what? They actually are. His gut instinct tells him that he must flee Russia.

But then he hears footsteps, and before he knows it, the figure catches up to him – it's Chris. Chris claims to know everything and reassures Ivan that he won't betray him. He insists that Ivan needs to escape Russia. Just as quickly as Chris appeared, he undergoes a horrifying transformation and vanishes. Ivan is left stunned but continues on his way.

Seeking respite, Ivan enters a bar where the patrons unmistakably stare at him. His reputation has taken a serious hit. He takes a seat, orders a drink, and as it arrives, he does what anyone would do with beer - he drinks it, obviously. While sipping, thoughts of what lies ahead in his life flood his mind. Once he finishes his drink, he leaves the bar.

Weeks later, while walking, two men approach him - one wielding a gun. They claim to be agents of the Tsar and accuse Ivan of treason for reasons unknown to him. Suddenly, an enormous object descends from the sky, causing the Tsar's men to stumble. Intrigued, Ivan rushes toward the object to discover a metal capsule with mysterious symbols. A handle beckons him, and he instinctively grasps it. As he does, the earth seems to shift around him until, somehow, he finds himself seated in a carriage. Astonishingly, the carriage's date reveals it to be 1724. Time has inexplicably propelled forward.

Exiting the carriage after a short while, Ivan finds himself in front of St. Petersburg State University, where he is warmly greeted by Mr. Timofey Sergeyevich. Ivan assumes the alias of Alfred Carter. In the university, he befriends a fellow student named Edward Saunders. But even as he settles into his new academic life, Ivan's memories of Chris come and go, haunting him.

Our scene shifts to the Russian winter, with Ivan once again in a carriage bound for St. Petersburg. He disembarks and is greeted by Timofey once more, this time referring to him as Mr. Hilohiko, no longer Mr. Carter. Oh, and I almost forgot to mention that the year has now shifted to 1726. Sergeyevich guides him towards what appears to be a conference meeting or assembly – something of that sort, you know? Ivan scans the room and notices a crowd of people, including Edward Saunders, who is still studying there for some reason. As Ivan takes a seat and tries to strike up a conversation with Saunders, he gets dismissed. Later, after the meeting concludes, Saunders approaches Ivan and inquires about his troubled demeanor. Ivan confides in him, sharing how the memories of Chris leaving for London continue to haunt him. In response, Saunders apologizes for not fully understanding Ivan's struggles and suggests seeking counseling instead of hastily fleeing Russia. Ivan nods appreciatively, not actually leaving the university but simply walking away.

As Ivan traverses the frozen streets of St. Petersburg, he encounters a figure who bears a striking resemblance to Chris. In a sudden twist, this figure throws a punch at Ivan's face. But wait, it's not Chris! Ivan tumbles to the ground from the impact, struggling to get back up. Before he can even inquire about the identity of this assailant, he is punched again, losing consciousness. When he regains awareness, he finds himself lying in a pool of his own blood. Determined, he rises to his feet and continues walking through St. Petersburg, now completely battered and bruised. The locals cast fearful glances his way as he passes by. Eventually, Ivan spots an old church – the same one from the beginning of our story. He takes a seat on a pew, reflecting on the bewildering events that have unfolded, wondering how he ended up in the future. Once again, he succumbs to unconsciousness.

Upon waking up, Ivan discovers himself inside another carriage, yet again! (Yeah, you could call it a running gag, although it stops somewhere in the middle of this chapter). Looking around, he realizes that the date has shifted six months forward – it's now August 1726. Stepping out of the carriage, Ivan finds himself in St. Petersburg once more, but this time, the city is overgrown with lush green grass and populated by unrecognizable bodies. The behavior of the inhabitants strikes him as peculiar, and the world itself feels like a false reality. As Ivan attempts to make sense of his surroundings, the world abruptly comes to an end.

Ivan awakens yet again, this time in his dorm room at St. Petersburg State University. Edward Saunders appears before him, explaining that Ivan was ambushed by someone impersonating Chris, resulting in a six-month-long blackout during which Ivan experienced strange dreams. Whenever Ivan realized the dreams were false, the world would end. Reminiscent of 909-11, isn't it? Ivan queries how he returned to this moment, but Saunders confesses his lack of knowledge, urging Ivan to focus on recovering. Grateful for Ed's support, Ivan expresses his thanks.

Our scene shifts to the harsh Russian winter, specifically in Siberia. Ivan, en route to Ed's house, reflects on their graduation and his plan to leave Russia for England, where Chris awaits. Despite the numbing cold, Ivan presses forward as the landscape shifts like a dream. Eventually, he arrives at a set of wooden doors. To confirm that this isn't a dream, he pinches himself – it's real. Opening the doors, he discovers Edward Saunders, who invites him inside.

Saunders pours them both a cup of tea, and they engage in conversation. Ivan confides in Ed, expressing his worries about the plan failing and the potential consequences, such as ending up in jail. In response, Ed Saunders reassures him:

"I share your concerns, my friend. But we have prepared meticulously. We have taken every precaution, leaving no stone unturned. And in the grand tapestry of life, sometimes we must take risks to forge a future worth living."

Ivan nods in agreement, acknowledging the truth in Saunders' words. They spend the next few days making preparations. When the day of departure finally arrives, they pack their belongings, and Ivan bids farewell to his deceased mother in spirit (I apologize for neglecting to mention earlier that Ivan's mother was a serf and had passed away, may she rest in peace). Finally, the day arrives, and Ivan and Saunders stealthily make their way to the port, fully aware of the illegality of their actions. Boarding a boat, they set sail, braving rough seas in the Baltic Sea until they reach London.

In London, they secure lodgings – an apartment, perhaps? (I must admit, I forgot when apartments were invented, but let's not dwell on that). Saunders learns about a research consortium called the "International Academy of Existential Sciences." He settles into the consortium, utilizing his expertise in physics (Forgot to mention their field earlier). Dr. Hudson Theodore, one of the lead scientists within the consortium, welcomes Saunders, who will contribute his medical skills to the endeavor. Oh, and apparently, the apartment is rather cramped – a shared room, you could say. In a dim London alleyway, Ivan encounters a shadowy figure who refuses to reveal their name to strangers. Ivan assures them he means no harm, prompting the silhouette to step forward, unveiling a Jewish-Muslim man adorned in a keffiyeh, a white abayah, and sporting a black beard. His name is Ismael Cohen, seeking entry into the consortium. To Ivan's surprise, Ismael not only knows about his long-lost friend but also reveals Ivan's full name – except for his middle name, of course: Ivan Hilohiko. Taken aback, Ivan finds himself hesitating to question Ismael's knowledge. Ismael confirms that the "long-lost friend" he mentioned is indeed Chris. Ismael expresses his desire to enter the International Academy of Existential Sciences, and Ivan takes it upon himself to lead him there, skillfully evading the watchful eyes of authorities and locals alike.

With stealth and cunning, they navigate the streets, avoiding the watchful eyes of the authorities and the curious locals. Finally, they arrive at the consortium, and Saunders has already found his place among the scientists. But little did the esteemed Dr. Hudson Theodore know, he had unwittingly stumbled upon Ivan's long-lost friend, Chris, now going by the name of Dr. Christopher Walker (remember him? The guy who dropped the bombshell about Ivan's father and left us all wondering).

Back to the main narrative. They inch closer and closer to the consortium until they stand before its grand entrance. A guard stands in their way, ready to inquire about their business (as guards often do). Ivan, being the smooth talker he is, interrupts and explains that they're here to meet his friend (Saunders) and his long-lost friend (Chris). The guard raises an eyebrow and turns to Ismael, who the guard recognizes. "Ismael Cohen, is it?" he asks, to which Ismael nods. The guard, seemingly satisfied, grants them access.

The guard escorts Ivan and Ismael through the corridors of the consortium until they reach a door, guarded by yet another guard. The two guards exchange a knowing glance before allowing them to enter. As they step inside, the room comes alive with the buzz of scientists engrossed in their work. Ivan's eyes scan the room until he spots Saunders engaged in conversation with a group of researchers. He calls out to him, and Saunders quickly excuses himself and rushes over. Astonished, he questions why Ivan is here, and then his eyes fall upon Ismael. Ivan explains that he found Ismael Cohen lurking in a dark alleyway and that Ismael knows about the consortium, Saunders, and even Chris. Ed Saunders can hardly believe his ears, but Ismael, ever enigmatic, tells him not to question his knowledge. Just when things couldn't get more intriguing, the guard interrupts, remarking that "Ismael has been a figure of intrigue."

As the guard made his exit, so did Saunders, leaving Ivan, Ismael, and silence hanging in the air. Minutes later, Dr. Hudson Theodore entered the room, addressing Ivan and Ismael by name, assuring them that their presence within the consortium was no mere coincidence and that the threads of destiny entwined in mysterious ways. Dr. Theodore beckoned them to follow him, leading them to a chamber adorned with rows of ancient tomes lining the walls. Taking their seats, Dr. Theodore delved into an explanation, revealing that Ivan and Ismael possessed unique qualities that had led them to this pivotal moment. He emphasized that the consortium was a place of boundless knowledge, where the realms of reality and perception converged (Yes, this is an anomalous consortium).

Our scene shifts into the future. Ismael unveils the truth about Ivan's long-lost brother, Aleksander (Remember when I mentioned that Ivan's surname sounded familiar? Well, here's the reason. Aleksander Hilohiko (as you may know from the wiki) currently holds the position of Arstotzka's President). Ivan remains skeptical, as Alek supposedly died in a fire years ago and would be a century old by now. But Ismael insists that his brother survived the fire. Along their journey, they have also gained new friends - David McLean and Darren Thompson, keep an eye on the former.

The scene shifts again in a laboratory. Magically, the doors swing open, but the world around Ivan and Ismael dissolves like a dream – walls, floors, and lights vanishing. Unfazed, they stride towards the lobby of an auditorium, where they spot Dr. Theodore engaging in conversation with none other than Dr. Christopher Walker. Other scientists surround them, discussing their latest breakthroughs.

Ivan approaches Chris and extends a hand for a handshake, to which Chris shakes his hand and apologizes for leaving him in Russia all those years ago. Ismael follows suit, shaking Chris's hand and revealing he's from Oxford. Chris expresses surprise that Ivan, now a renowned physicist, didn't make their shared discovery before they did. Chris mentions that it's a shame Dr. Theodore will be discredited later, prompting Ismael to do a double take. Just then, a man named Lawrence Cutler sneaks up behind Chris, accompanied by a Russian woman named Antonina Makarov, who has been closely working with Dr. Theodore's team in London. Chris pulls out a card from his pocket and hands it to Ivan, and both he and Antonina depart (Yep, I've intertwined this tale with my other story, "The New Hope").

Years rolled by, and the consortium eventually dissolved (R.I.P.). Fast forward to the bustling streets of London, where Ivan found himself strolling amidst the crowd. Darren Thompson and David McLean bid their farewells with a wave before disappearing into the distance.

Suddenly, Ivan's path collided with that of Antonina. Both ended up sprawled on the ground, but quickly regained their footing. They exchanged a look of disbelief, with Antonina still addressing him as Dr. Ivan. However, she realized that the title of "Dr." no longer held true for him. Ivan assured her not to worry, as it had already faded with the dissolution of the consortium. His eyes wandered, searching for Dr. Theodore and Chris, but they were nowhere to be found. Antonina informed him that they had returned to Cambridge.

Ready to part ways, Antonina called him back, offering a piece of paper with her address and contact information. After a blush-tinged moment, she bid him adieu. Ivan then made his way to the shared house he inhabited with Saunders and Ismael. As he entered, he was met with warm greetings from the duo. Saunders, ever the voice of reason, inquired about his encounter with Antonina. Perplexed as to how they were privy to this information, Ivan decided not to dwell on it. He simply replied, "It was intriguing." He also mentioned that Antonina had given him her card, containing her contact information and address, should he ever wish to get in touch.

Ismael, playfully mischievous, grinned and remarked, "I wonder." Laughter filled the air as they teasingly left Ivan and Antonina to their own devices. Still chuckling, they made their exit, and Ivan couldn't help but join in the mirth. With the room now emptied, Ivan's gaze fell upon an envelope, a blank sheet of paper, and a pen. Inspired, he set about composing a letter to Antonina, brimming with excitement and anticipation. Once finished, he sealed the words within the envelope, ready to deliver it.

The darkness of night enshrouded London as Ivan set forth. Antonina received his letter, her heart aflutter with excitement. They agreed to meet, and when the appointed hour arrived, Ivan stood outside Antonina's door. Their eyes met, and in that moment, a powerful connection was forged. Leaving the outside world behind, they embarked on a night filled with enchantment and intimacy.

Ivan and Antonina found themselves seated at a table, sharing a meal. The cacophony of the city faded into the background, allowing their focus to rest solely on each other. They conversed, laughed, and delved into the depths of their souls. Antonina revealed her ability to "dance through time," but Ivan brushed it off as mere whimsy with a laugh.

With an impish grin, Antonina invited Ivan to dance through the streets of London. Hand in hand, they twirled and laughed, exploring the mysteries of the city. Eventually, the time came for them to bid each other farewell. Ivan returned to the room he shared with Saunders and Ismael, eager to regale them with his story.

The two friends awaited his return. Saunders inquired about Ivan's evening. Ivan's eyes shimmered with memories as he recounted the profound emotions he had experienced. Love had emerged from the shadows of tragedy, providing him with solace and healing. Ismael teased Ivan, provoking affectionate banter that echoed with laughter. They slept, and they discovered that their bond transcended friendship – they felt like brothers.

The next day arrived, heavy with a palpable silence. Ivan reached out to Antonina, eager for a response, but alas, none came. Her home stood empty, devoid of her presence. Ismael and Edward stood by Ivan's side, offering solace in his sorrow. Tears cascaded down his face as the realization sank in – Antonina was gone, forever beyond his reach.

Days turned into nights, and Ivan sought refuge in the rain-soaked streets of London. However, even the weather seemed to mourn the missed opportunity, intensifying his pain. Ivan waited, patiently enduring the rain until it finally ceased. To his surprise, he spotted Antonina standing outside, illuminated by the gentle glow of lamplight. She donned a striking red dress and held an envelope in her hand. Ismael and Saunders joined Ivan in his astonishment, applauding their long-awaited reunion.

Approaching Antonina cautiously, hope mingled with apprehension in Ivan's heart. However, his joy was eclipsed by the sight of scars adorning her neck and skin, these were, of course, the scars of Bartholomew the Apostle. Darkness cast a shadow over his once-bright anticipation.

With genuine concern, Ivan implored Antonina to reveal the cause of her scars. Pausing for a moment, she hesitated before unveiling the truth. Antonina explained that her ability to "dance through time" was not merely a metaphor but it was in fact real. Ivan struggled to wrap his mind around this newfound reality, his emotions surging in a tumultuous storm.

Seeking to console Ivan, Antonina assured him of her resilience and the eventual fading of her scars. However, his smile had vanished, replaced by a profound ache. As the rain returned, their connection grew fragile, uncertain paths blending with memories and the enigmatic whispers of the unknown.

Years passed, and Ivan found himself in Lisbon, attending a scientific conference. It was there that he encountered Francisco Santos Silva, a renowned writer gifted with near-perfect recall. Engaging in conversation, Ivan and Francisco discovered a shared passion for scientific exploration. Francisco divulged the burden and wonder of his perfect recall, captivating Ivan's curiosity. Eager to delve into Francisco's trove of memories, Ivan expressed his desire to hear the hidden stories and uncover concealed truths. Francisco, wise and patient, promised to meet again when the time was right. As the conference drew to a close, Ivan and Francisco stood on the precipice of new beginnings, with Francisco proposing to join Ivan in London, driven by his restless spirit and thirst for fresh experiences.

Days flew by, and Ivan and Francisco arrived in London. They were warmly welcomed by Saunders, Ismael, and Antonina. However, Francisco's reputation garnered indifferent reactions from most, except for Ismael, who already knew him. With a graceful introduction, Francisco unveiled his gift and curse of perfect recall, acknowledging the weight it carried. Antonina, now concealing her scars beneath a white turtleneck and gloves, expressed her understanding of Francisco's burden. Ivan voiced his belief in his companion's contributions. Saunders also extended his welcome. Ismael revealed his prior knowledge of Francisco, prompting Ivan's attention to shift towards Antonina. Concern etched across his face as he pondered the healing wounds she bore. Antonina revealed that the scars remained visible reminders of their arduous journey, causing Ivan's smile to fade. Hope flickered to life as she excitedly disclosed that Chris and Hudson were returning to London, rekindling Ivan's optimism.

Reinvigorated, Ivan and Antonina embarked on a walk together, their steps resonating with resilience. Shadows whispered secrets as they roamed the streets of London. Francisco, mentioning the names Dr. Theodore and Dr. Walker, stirred memories of the past. He recounted crossing paths with them after the consortium dissolved (R.I.P. lol), an affirmation corroborated by Ismael. Ivan acknowledged the altered path he now traversed, no longer solely devoted to scientific pursuits.

As they meandered through London's labyrinthine alleys, Ivan blinked twice, and suddenly found themselves in a waiting station. A bewildering sense of reality's distortion crept over him, leaving him to question whether magic or some other mystical force was at play.

In a stroke of serendipity, a cart arrived, carrying none other than Chris and Dr. Theodore. Ivan and Saunders hastened to greet them, overcome with surprise and unbridled joy at their reunion. Francisco, too, recognized the familiar faces, while Ismael remained composed as ever. Antonina smiled.

Curiosity piqued, Ivan approached Chris, eagerly inquiring about his whereabouts in Cambridge. Chris revealed that Hudson had persisted in his work despite the consortium's discredit, while the consortium itself had faded into obscurity. Francisco extended his greetings to Hudson, and the pieces of the puzzle began to align. Ivan felt the weight of the unknown, the shroud of uncertainty, but also the promise of discovery and revelation.

Sit tight, let's begin.
