Foreword: We, the Delta Command, do hereby set in motion the principles of this document, the Summa Modus Operandi: 909 of the Chaos Insurgency.

We hold the following to be inescapable truths:

The 909 Consulates have altered the fabric of reality for the benefit of their own wicked desires.

These alterations are the source of all supernatural activity in our universe.

These grievances we hold against them:

• THE FIRST CONSULATE - Has blasphemed the natural order in his foul contract to stay the hand of Death, and has usurped the fragile balance of life and given an impenetrable shield to the horrid adulterers of the Council.

• THE SECOND CONSULATE - Has employed her nefarious abilities to sow fear and chaos amongst the innocent populace, and has used her mastery of probability to predict and manipulate catastrophic events to her own advantage.

• THE THIRD CONSULATE - Has manipulated innocent populaces to create chaos and destruction for the Council's benefits, and has shown nothing but contempt and malfeasance against the innocent and unwitting.

• THE FOURTH CONSULATE - Has kept a dubious record of the Council's malfeasances and altered history to suit them, and has mocked truth and reason for the sake of maintaining the Council's cruel legacy.

• THE FIFTH CONSULATE - Has committed wicked acts against the ignorant public with their careless use of nuclear weapons, and was one of the first to breathe life into an organization that should have been butchered in the crib.

• THE SIXTH CONSULATE - Has used their wicked appearance to fuel fear and suspicion of the Council's manipulation of technology, and has used their identity within the Council to further ensue their own twisted agenda.

• THE SEVENTH CONSULATE - Has betrayed the trust of their fellow man and sworn allegiance to the cancerous council, and has time and time again turned away from opportunities to strike them down to prolong their greed-riddled intentions.

• THE EIGHTH CONSULATE - Has surreptitiously used the might of the Texan military machine to crush the Council’s enemies and wrought a tale of never-ending violence and bloodshed that has forever stained this world.

• THE NINTH CONSULATE - Has warped the very boundaries between space and time to extend the Council's cruel reach and taken dark and horrible secrets from those far-off places to use them to fuel the Council's death machine.

• THE TENTH CONSULATE - Has wielded their power and influence to commit unspeakable atrocities against innocent individuals, and has used their dreaded position within the Council as a shield to escape justice.

• THE ELEVENTH CONSULATE - Has spun a circle of lies around the people of this world to protect the Councils interests, and has cast a dark eye onto the void to gaslight and pervert true human understanding.

• THE TWELFTH CONSULATE - Has lulled the nations of the world into believing that the Council means them no harm, while working alongside the same treacherous intentions that would see this planet laid to waste.

• THE THIRTEENTH CONSULATE - Has used mankind’s own technologies against them to act as the all-seeing watcher of the 909 Council, spinning a web of eyes that has eroded every last shred of human privacy and decency.

• THE FOURTEENTH CONSULATE - Is complicit.

• THE FIFTEENTH CONSULATE - Has established a Council from his cold dead hands full of monsters and demons, all so he may sit on his foul throne atop the putrid wound of The Council and lap like a dog from its seeping, pustulent orifice.

The Consulates' cancerous anomalous influence on the world is a wound on the fabric of the universe.

A wound that festers cannot heal until the irritant is removed.

The Fifteen 909 Consulates are the irritant in the wound on our reality.

The Fifteen 909 Consulates must be removed.

By order of The Engineer, and of Those Who Stepped Down, we stand in defiance of this aberration.

We stand in opposition to this blasphemy against nature.

909-1 - The Sage of the Living

Formerly known as Hudson Theodore. Caucasian Male. Date of birth unknown. Was once a physicist for a research consortium named the International Academy of Existential Sciences. Early conspirator of 909-15 and the individual called "The Administrator". Supposedly was a bargaining chip used in a deal made with Death Itself to allow Death a seat on the council while it grossly prolonged the lives of the Consulates. Presumed extremely dangerous. Location is only speculated and considered impossible to reach.

909-2 - The Assassin

Previous name unknown. Asian Female. Japanese origin. Appears to be in her late thirties. One of the most dangerous of the Council, 909-2 is described as A Shadow in the Dark, due to implications that she hides in the dark to assassinate people from either rival organizations, or people who leak confidential information about them. Earning her the name of "The Assassin". Apparent mathematical genius, supposedly capable of running the calculations for probability itself in her mind.

909-2 is one of the impossible to reach Consulates. As when you find her, she'll know you're there, and she'll disappear by the time you find her. Even the other Consulates like 909-8 fear her.

Journal Entry: The Second Consulate

909-3 - The Mercenary

Kolechian Male. Formerly known as Shaddy Safadi. Appears to be in his mid sixties. After the previous 909-3 was presumed dead by the rest of the Council. Is believed to have at one point been a drug smuggler, though any records of this have long since been modified or outright removed. Regardless, it is believed that 909-3 has been working within the SCP Foundation nearly his entire life, having joined as an administrative aid when he was only 18 in 1957, and was removed for an unknown reason.

Has become the apparent leader of the council, and controls a considerable amount of authority in that position. While a veto from 909-15 could theoretically subvert his assumed control, that veto has never occurred.

Perhaps the most often seen member of the Council, she attained the name "The Mercenary" due to him known to always being seen in a country's tragedy. Some high-level sources within Council staff have another name for him: Flytrap.

Often described as the most sinister member of the council. The most dangerous being him and 909-11. While other members might have diabolical intentions or ulterior motives, he alone has the authority to make everything he intends to happen come to pass. He is often described as working towards some end, though his goals are a mystery.

Journal Entry: The Third Consulate

909-4 - The Archivist

Formerly Francisco Santos Silva, a writer. Portuguese origin. Appears to be in his late forties. Possible strong connections to the Wanderer's Library. Extensive knowledge about the Council's involvement in previous end-of-the-world scenarios. Supposedly maintains a constant record of every activity taken on Earth from the moment he took his place on the council forward. These records are used extensively in the application of the machine beneath Yellowstone. O5-10 is presumed to have been there as well.

One source identified 909-4 as being the most bloodthirsty member of the Council. According the source, he is obsessed with the perceived divinity of himself and the Council, believing himself to be above any natural laws. In his eyes, normal humans are fodder, a means to an end in reaching some greater understanding of universal truth.

Journal Entry: The Fourth Consulate

909-5 - Greed

Unknown origin. East Asian Male. Appears to be in his early forties. Possibly former Singaporean/American industrialist Calvin MacLeod, who was believed dead after a train owned by his company, the C.M. MacLeod Group (later acquired by Kervier International), derailed, killing nearly everyone on-board.

According to many sources, 909-5 originally held a significant amount of control on the early council due in no small part to the massive financial holdings he had access to through his brother, Michael MacLeod. After his brother's death, and the sale of his company, his authority diminished considerably, and he was eventually ousted as the defacto leader of the Council in favor of 909-3.

909-5 often seen as an East Asian male with apparent Austronesian features. One source did indicate that he could possibly be Scottish-American. Most of the people who have seen him describe him as a wealthy and average man with a monocle on his right eye. Sometimes even threatens humans for money, showing little to no mercy. Could possibly be the embodiment of the deadly sin itself: Greed.

In the time since he has maintained his council identity, but his influence is all but non-existent. Supposedly became obsessed later in life with modifying his body and soul with anomalous technology and artifacts. Paranoid. Obsessed with the idea that other council members will want to kill him.

Journal Entry: The Fifth Consulate

909-6 - H.U.M.A.N.I.T.A.R.I.A.N.

Formerly a human being named Tristan Fischer. Now an Artificial Intelligence. Known as H.U.M.A.N.I.T.A.R.I.A.N. . The exact nature of 909-6 is unknown. One source indicated that 909-6 may not be the original Sixth Consulate, as Tristan Fischer, the previous Consulate, was allegedly murdered by an unidentified Consulate referred to as 909-10.

No image of the Sixth Consulate has ever been discovered. Despite extensive efforts, we have been unable to locate any visual representation, if one exists at all. Information about the Consulate itself is scarce, limited to its known whereabouts and its general identity. We can only hope that this Consulate does not pose the level of danger that we fear.

Journal Entry: The Sixth Consulate

909-7 - The Other Consulate

An elderly Male of Danish descent. Nationality is confirmed to be Canadian. Age is confirmed to be ninety-six. The only current member of the Council believed to be recruited from The Council's CTF. Despite some irregularities, bears a striking resemblance to Nathanial Jameson MacKenzie, a noted agent who apparently took his own life in 1948 after a massive scandal involving severe academic misconduct was revealed, professionally ruining his credibility and involving him in a number of lawsuits for fraud and the misuse of public funding.

Due to his scientific background, 909-7 is perhaps the most focused research mind on the council. He maintains several major projects at any point in time, several of which have gone on to produce technology used by the SCP Foundation in major applications, such as the Kant Counter.

Journal Entry: The Seventh Consulate

909-8 - The Governor

Female. African American. Appears to be in her mid thirties. The least subtle member of the Council, 909-8 was a scientist known as Kendra Wintersmith in Area-01. After the creation of the Beynard-Noire Array, 909-8 was appointed as Minister to Gahalika. The source of her longevity prior to the supposed deal with Death Itself is unknown, and if the current understanding of the Council is correct, then despite her appearance she is by far its oldest members.

909-8 is believed have been the one who first came up with the idea of the first Council Task Force, "Crimson Vanguard" whose original purpose was strictly to find and destroy members of the fledgling Chaos Insurgency after their formation. Since then, she has administered all matters of the Council's executive arm, the Department of Applied Influence, encompassing all tasks forces, naval groups, and air superiority groups. While not originally advocating for its formation, 909-8 supposedly drew up the original organizational information for CTF Beta-17 "Specter Blades" at the behest of General Bowe.

Has gone by several different names within modern military circles. Particularly the alias known as Taylor Cunningham. Her standing within the Texan military is unknown, though at least three major sources have confirmed that many military leaders consider her authority second only to the sitting United States President, and several believe she supersedes it.

Journal Entry: The Eighth Consulate

909-9 - The Vassal

Female. German appearance. Age uncertain. Generally regarded as the most jovial members of the Council, is not afraid to be seen joking in public. Has often commented that she believes the "dark curtain" between 909 Command and the rest of the organization, as well as the "unnecessary seriousness" of the Council itself, are a preposterous and often detrimental joke.

Despite this, there are several incongruities surrounding 909-9. Some sources have indicated that they believe they have heard 909-9 talking to herself as if she were having a conversation, while others have described conversing with 909-9, and then speaking to her again shortly afterwards and feeling as if they were not talking to the same person. In the debriefing of the neutralization of an anomaly, one source described how a member of the Site-18 staff was able to identify a picture of 909-9 as a member of the Global Occult Coalition in their world.

Aside from co-founding the Department of Paranormal Organization Review of the Foundation, 909-9 has apparently led considerable research into the existence of alternate realities, and is known to personally review anomalies that interact with other dimensions as they arise.

Journal Entry: The Ninth Consulate

909-10 - The Molter

The Molter is confirmed to be deceased and no longer poses a threat. Despite extensive efforts, no image indicating the existence of a Tenth Consulate has been discovered, although it is acknowledged that 909-10 did exist at one point. Referred to as "The Molter," this name was bestowed upon him by 909-15 as a means of humiliation, with 909-15 stating that he "molts like a snake when he's scared."

The only available information regarding 909-10 is that he was assassinated following a brief scandal within the Council. During the investigation into 909-6's murder, he was the sole suspect at the time, leading to speculation that he may have orchestrated the attack or acted alone.

Reportedly, 909-10's original name was David Hunter, a former Union Brigadier General during the American Civil War. After his participation in the First Battle of Bull Run, he assumed command of the Western Department. Following the war's conclusion, he retired from military service and pursued a career as a comedian in Illinois before retiring once more.

Despite the limited information, the Council has displayed no remorse for 909-10 since the day he was purportedly killed. It is believed that he was one of the few Consulates who chose to retire upon the formation of the Chaos Insurgency. Furthermore, rumors suggest that 909-15 constructed a small inn within a cave in Bangladesh, where 909-10 resided until the end of his days.

909-11 - The Chimera

Date of birth unknown. Unknown descent. Unknown origin. Unknown gender Unknown name. Incredibly difficult to identify. Generally appears as a wealthy man in lavish outfits. Primary disinformation entity within the Council. Oversees teams that maintain cover stories, amnestic supply. Supposed connection with the gargantuan aquatic entity in the Bay of Bengal. Possible reality bending properties. Extremely dangerous.

Notably, no records seem to exist of the appointment of 909-11. Unlike all other Consulates, who were either chosen by 909-15 or voted onto the council after the death (and non-recovery) of one of their colleagues, 909-11 seems to have simply appeared on the Council one day.

Journal Entry: The Eleventh Consulate

909-12 - The Terrorist

Saudi Male. Saudi/Syrian ancestry. Iranian heritage. Appears to be in his twenties. Some sources have provided records indicating that 909-12 was, in his youth, Iranian preacher Sohrab Armin Abbasi Mohammedi, born Sohrab El-Tabatabai. Since most evidence of 909-12's exploits were apparently destroyed shortly after his appointment to the 909 Council, little is known about his professional career.

Commonly called "The Terrorist", a name given to them by 909-10. 909-12 is called to action whenever the Council needs a serious face. Often described as being an aging and balding male, and anomalously charismatic, he has acted as the Council's salesman whenever required. Sources indicate he was first tasked with drawing Peruvian and Colombian attention away from Ecuador, likely due to the severe anomalous activity taking place there at the same time.

Despite being well-spoken and appearing generally well-educated, 909-12 is not an academic, nor is he particularly interested in the prospect of managing an organization. He is well known for delegating any duties he might accrue, in order to maintain as little responsibility as possible. This lackadaisical attitude towards leadership was manipulated by 909-3, who convinced the Terrorist to give him an unofficial "automatic vote" for anything he might support.

Journal Entry: The Twelfth Consulate

909-13 - The Kid

Unknown age. Unknown gender. Unknown ethnicity. Very little is known about the actual nature of 909-13. Often described by sources as not being human at all, and instead being another artificial intelligence, designed to create other artificial intelligences. She has not ever appeared physically outside of 909 Command, instead appearing through avatars on screens, and speaking with a digitally constructed voice. The single image a source was able to find of 909-13 is of a young Tanzanian teenage girl, which is unsupported by any other claims about the Consulate.

One of the more secretive members of the council, The Kid is rarely seen outside of 909 Command. Notably, her inclusion on the council is a point of issue with several other members, who see her as needlessly shortsighted.

Journal Entry: The Thirteenth Consulate

909-14 - The Canaanite

Russian Female. Appears to be in her twenties. Extremely little information exists about the individual called "The Canaanite"; even the origins of her name are unknown. The only source able to provide any information about her insists on two things specifically: that she is never seen without 909-15, and that she has changed over time.

Early documents mention 909-14 as being the second-in-command of the Council, though it does not appear as if she ever served in that role.

One source indicated that her name perhaps comes from the fact that she can occasionally been seen wearing a white turtleneck, which she never removes in public, leading some to believe she's hiding scars on her neck from her beheading as Bartholomew of Cana, though where this rumor began and what would lead anyone to draw that conclusion in the first place is unknown.

Early documents implied researchers believe her to be Dr. Antonina Makarov. However, there many speculations about her identity, and only one was promising enough that even the 909 Consulates themselves believe it.

1. STEP TNH/15

909-15 - The Founder

Russian Male. Appears to be an elderly man over sixty years. Believed to be Ivan Hilohiko, a physicist who attended St. Petersburg State University in the early 1700s. Became involved with Christopher Walker, the individual later known as "The Administrator", shortly after the mid 16th century. However, early documents contain some records that seem to indicate that 909-15 had been friends with Christopher Walker since 1699.

Led the first research team of what would eventually become the 909 Council, along with 909-1, 909-4, 909-14, and several others. The events that led to him founding and assuming command of the Council proper are currently unknown.

Despite once being fairly active in the day-to-day running of the Council, 909-15 has pulled away in recent years and has not been seen in public for the last few decades, leaving 909-8 to manage the entire organization. While his death has been assumed on a number of occasions, one very high level source confirms that he continues to vote during council meetings.

While nearly every other Consulate maintains a private residence, 909-15 is believed to live at 909 Command The location of this facility is unknown.
