909-15 - The Usurper

German Male, appears to be in his middle 40s, Formerly Karl Brahms, 909-15 Is believed to be the very Estate that created the Council. Believed to be the most powerful in the Council, He survived to this age from the Fountain of Youth and most of his personal life and information is unknown.

Apparently Led the first research team of what would eventually become the 909 Council, along with 909-1, 909-4, 909-14, and several others. The events that led to him founding and assuming command of the Council proper are currently unknown.

Despite once being fairly active in the day-to-day running of the Council, 909-15 has pulled away in recent years and has not been seen in public for the last few decades, leaving 909-8 to manage the entire organization. While his death has been assumed on a number of occasions, one very high level source confirms that he continues to vote during council meetings.

While nearly every other Estate maintains a private residence, 909-15 is believed to live at 909 Command The location of this facility is as of yet unknown. It is also known that the previous 909-15 was killed by Hornicker and Hornicker was an Chaos Insurgency member after killing all other 909 Estates.

909-14 - The Anartist

Filipino female, 17-21 years old, Formerly Samantha Nicole Green, Early documents mention 909-14 as being the same Insurgency agent that once killed 13 Council members, though it does not appear as if she ever served in that role.

One source indicated that her name perhaps comes from the fact that she is never seen 909-15, which she never leaves him in public, leading some to believe she's Lover of 909-15, though where this rumor began and what would lead anyone to draw that conclusion in the first place is unknown.

Though Death has inhabited her body, so she is more of a zombie like The Former 909-1 Alberto Dmitri and O5-13 Felix Carter

CODENAME: Krieg

OPEN FILE Devin S. Krieg

Devin Krieg

Russian Male. Appears to be in his late thirties. Devin Krieg has short hair and was previously known for wearing braces. Devin started his journey as a D-Class personnel assigned to SCP-610 and later worked on SCP-076 as directed by the Overseers. While some sources speculate that he might be The Engineer's son, no conclusive evidence has confirmed this claim. During a confrontation with SCP-076 (Where he used a flamethrower. Although, flamethrowers are typically used against SCP-610), Jacob Schwartz intervened and saved him during a Foundation raid.

In 1999, Devin crossed paths with Karl Brahms, a year after his rescue by Jacob. Devin was known as a tech-expert, and had named his computer "Alexander". Due to his exceptional expertise, Delta Command deemed him unfit for team missions, as his focus remained fixated on his computer. However, circumstances changed in 2023.

During Karl Brahms' mission to eliminate all Consulates of the 909 Council, he initially paid little attention to Devin until Jacob recommended his valuable skills to Karl. Devin also recognized that he was embarking on a mission alongside the man who had saved him. However, during the fight with The Mercenary, Jacob was fatally shot by the former.

Hints suggest that Devin is gay. In his encounter with The Vassal, his deepest desire manifested as seeking asylum for his family in Seattle and sharing his life with his spouse, Karl Brahms. In the aftermath of the battle with The Kid, Karl called for an evacuation team for Devin after he sustained injuries, and out of fear that Delta might true to locate him, Karl destroyed his phone. He left Devin behind after the confrontation between them and The Kid.

Following this, Karl betrayed the Insurgency by assuming the role of 909-15 and reestablished the 909 Council according to his own vision. Devin and his team retaliated by orchestrating the crash of a 909 plane, resulting in the deaths of eleven individuals and took several anomalous artifacts. Devin subsequently created and released a video, which was intended for both the 909 Council and Karl to witness.

OPEN FILE Jacob Schwartz

Jacob Schwartz

Male. Middle Eastern origin. Confirmed to be over two hundred years. Limited information exists regarding Jacob's background. It is known that he was born into a Jewish-Muslim family in 1690 in London. Previous records suggest that he went by the name Ismael Cohen and was one of the founders of the Insurgency. However, since Jacob is currently deceased, these claims remain unverifiable. During his time, he enrolled at Oxford University, where he immersed himself in extensive studies, surpassing the knowledge of his peers. Jacob's breadth of knowledge encompassed intricate details about everyone, their secrets, and a vast array of information. He aspired to join a research consortium to share his wisdom with like-minded individuals.

Initially presumed dead, Jacob's fate took an unexpected turn when an expedition was dispatched to France. Surprisingly, his body was nowhere to be found, while crystal butterflies roamed throughout the French city. It is implied that Samantha Green, the anartist of Karl Brahms' team, transformed his body into these crystalline creatures.

Purely speculative, some believe that during his existence as Ismael Cohen, Jacob vanished from the world in 1766, coinciding with the formation of the 909 Council.
