The year is 1945, and the world has been ravaged by the Second World War. After years of bloodshed and horror, Nazi Germany and Imperial Japan have finally been defeated. But the aftermath of the war has left the world in a state of chaos and uncertainty.

As the United Nations comes into being, a new plan is set into motion: the creation of the Council Memorandum, designed to create a more stable and unified world. The United Nations holds an election to decide which parties will be involved, and a party known as the Nine Overseer Party rises to power with a staggering 94.3% of the vote.

Little did anyone know, the Nine Overseer Party had a secret agenda. They quickly took control of the UN General Assembly, but their reign was short-lived. In 1982, a terrorist massacre in the nation of Arstotzka and the subsequent opening of its borders led to the Nine Overseer Party declaring independence from the United Nations and forming their own intergovernmental agency, the 909 Council.

The 909 Council derives its name from the Nine Humans Overseeing Nine-Essentials, a set of principles that include Peace, Prosperity, Economy, Rebuild, Religion, Habitation, Triumph, Freedom, and Unity. The Council currently has fifteen members.
